Notes/Domino has a "MailMaxFilters" setting. More than 100 rules can significantly slow down the router.

Administrators can create server-side mail rules to block malicious domains or keywords within the body or header of messages.

Instead of individual sender addresses, use domain-level blocking or keyword filtering (e.g., *@bad-spam-domain.com ) to stay within rule limits.
