The was established in April 2016 as a "temporary" measure to address the massive waste crisis that began in 2015 after the closure of the Naameh landfill. It is located on the shoreline in Khaldeh, just south of Beirut.

Situated only 167 meters (approximately 0.1 miles) from Beirut-Rafic Hariri International Airport , the landfill poses a significant danger to air travel. The garbage attracts large numbers of seagulls, increasing the risk of bird strikes.
