Never invite residents (immigrants) until you have the "Holy Trinity" of services ready: Food/Meat: A Grocery store or Shopping Center. Electricity: A connection to the border or a power plant.
Citizens will only walk about 300–400 meters to get to work or satisfy needs. If your grocery store or bus stop is further than that, your buildings will sit empty and your people will go hungry. Use the "footpath" tool to create shortcuts—they extend walking range!
